تمتد النظرة إلى احتواء اختبارات القياس ضمن المادة التدريبية، تلك الاختبارات التي من خلالها يقاس - قبل بدء البرنامج - ما لدى المتدرب من حصيلة المادة التدريبية المستهدفة (معرفة - قدرات - سلوك) ومكونات المادة التدريبية هي في ذاتها أهداف إجرائية يتوخى البرنامج التدريبي تحقيقها، ثم يقاس بعد ذلك - في نهاية البرنامج - ما حققه المتدرب من هذه الأهداف حيث يتضح درجة كفاءة عملية التدريب - داخل قاعات التدريب - في إكساب الفرد المعرفة والقدرة والسلوك المرغوب فيه لكفاءة دوره الوظيفي.
واختبارات القياس (كمادة تدريبية) لها أثرها في العملية التدريبية منذ اللحظة الأولى لمجيء المتدرب إلى جهة التدريب وقبل دخوله قاعات التدريب - حيث تؤثر في اتجاهاته نحو العملية التدريبية، فتعرف المتدرب لأهداف البرنامج إجرائيا وقيامه بمقارنة مستوى هذه الأهداف بما لديه من حصيلتها - وذلك من خلال القياس - ينشط من دافعيه الجهد المبذول لتحقيق تنميته الذاتية ويشعره بجدية العمل وأهميته ويزيد هذا تدعيما وفاعلية إعلام المتدرب - عن طريق القياس أو خلافه أثناء مدة التدريب بنتائج جهده في التحصيل والاكتساب.
