لا يتوقف أمر أخلاقيات العمل عند المدارس و الجامعات بل يأخذ الأمر بعدا اكبر في الحياة العملية سوا في القطاع العام أو القطاع الخاص .
وتلقى أخلاقيات العمل اهتماما كبيرا فنجد أكثر الجامعات تدرس مادة في أخلاقيات العمل و الإدارة ,في حين نجد أن أخلاقيات العمل تجد جذورها بالفعل منذ الدراسة الابتدائية و ذلك بان ينشأ الطالب على الغش في الامتحانات أو نقل الواجبات هي عملية لا يصح أن يقوم بها الشخص السوي و يتم التعامل مع هذا الأمر بصرامة , و بذلك يعتاد الطالب على احترام حقوق الآخرين في ابسط الأشياء مثل الانتظار ففي الطابور و الالتزام بقواعد المرور , فهذه الأشياء البسيطة تؤخذ بجدية شديدة جدا و بالتالي يترعرع الطالب وهو يحترم فضيلة الصدق و العدل و الأمانة وأداء الواجب وهذه هي محاور أخلاقيات العمل . الأهداف : • أخلاقيات العمل في الإحباط الوظيفي . • اهتمام الجامعات بأخلاقيات العمل . • أسباب الانهيارات الأخلاقية للشركات و المؤسسات غير الهادفة للربح . • من أخلاقيات العمل التي نسمع عنها في الخارج . أخلاقيات العمل في الإسلام : يوجد تناقض بين أخلاقيات العمل النبيلة التي يدعو لها القران الكريم و الحديث الشريف و بين التطبيق العملي و اليومي لبعض تلك الأخلاقيات الإسلامية حول العمل . فأخلاقيات العمل في الإسلام وما تدعو إلية الحكمة العربية و الإسلامية المحلية التقليدية هي مبادئ متلازمة و متوافقة مع بعضها البعض و لا يجب أن تكون متناقضة . إن أخلاقيات العمل في الإسلام مرتبطة ارتباطا أساسيا و عضويا و منطقيا بالعمل المدني و الدنيوي اليومي بدأ بالتعامل اليومي مع الآخرين , و إجادة العمل الوظيفي , و ممارسة الأخلاق الإنسانية السوية , و انتهاء بالتمسك بالقوانين خلال الممارسة الاجتماعية المدنية اليومية في المجتمع الإنساني المدني . هناك حالة مماثلة في تاريخنا كعرب , الم تسمع عن العرب قبل وما كانوا فيه من فساد في الاعتقاد وعبادة للأوثان وانتشار لرذائل كثيرة. ولكنك في نفس الوقت تعلم أن الرسول صلى الله عليه وسلم كان يسمى الصادق الأمين من قبل البعثة وكان ذلك محمودا لديهم. كذلك من المعلوم أن صفة الكرم كانت محمودة لديهم وكذلك صفة الصدق. وكذلك صفات الشهامة والوقوف بجانب الضعيف. خلاصة القول هو أن الأخلاق الحميدة مثل الصدق والأمانة والوفاء بالوعد وعدم الغش وعدم الخداع هي من الأمور المحمودة عند المجتمعات المتقدمة. لاحظ أن هذه الأخلاقيات هي أخلاقيات العمل الأساسية. قد يكون الدافع للالتزام بالأخلاق مختلفا من شخص لآخر فهذا يعتبرها جزءا من الدين وهذا يعتبرها أمرا محمودا وهذا يخاف أن يحتقره الآخرون وهكذا. ولكن على أي حال لن تجد مجتمعا يفتخر بكونه مجتمعا كذابا ولا يعترف بالأمانة. لماذا؟ لأن كل المجتمعات تعلم أن هذه صفات سيئة لا يُمدح عليها الإنسان بل يُذم. وبالتالي فأخلاقيات العمل الأساسية هي فضيلة عند كل المجتمعات أخلاقيات العمل ضرورة إدارية : على الرغم من أن كل شخص ينبغي أن يَتَحلَّى بأخلاقيات العمل فإن إدارة المنظمة لابد أن تضع ضوابط وجزاءات تجعل الموظفين يلتزمون بأخلاقيات العمل. فقد تجد من الموظفين من هو مؤمنٌ بأخلاقيات العمل ومنهم من لا يكترث بها. ولكن من مصلحة المنظمة أن تجعل الكُل يلتزم بها بناء على لائحة أو ميثاق توضح أخلاقيات العمل من منظور المنظمة بحيث تكون ملزمة لكل العاملين وبحيث تكون هناك عقوبة رادعة لمن يخالفها العلاقة بين العاملين والإدارة: من الأمور المعلومة أن الثقة بين العاملين والإدارة لها علاقة مباشرة بزيادة إنتاجية العامل. فالموظف الذي يعلم أن إدارة المنظمة ستقدر مجهوداته على المدى القريب والبعيد فإنه يَتَفانى في عمله. ولكن عندما يشعر الموظف بأن إدارة المؤسسة لا تََفِي بوعودها للعاملين فإن هذا يكون أمرا غير مُحفِّز له على تطوير العمل والإبداع وزيادة الكفاءة. لذلك فإن التزام المديرين بالصدق والأمانة والعدل والوفاء والرحمة مع العاملين يؤدي إلى ثقة العاملين في الإدارة وهو ما يؤدي إلى تحفيزهم على العمل ويوفر كثيرا من الوقت الضائع في الشائعات والشكوك والتفاوض. قارن بين حالتين: حالة الإدارة الملتزمة بأخلاقيات العمل والإدارة غير الملتزمة بأخلاقيات العمل. في الحالة الأولى تجد أن وعود المديرين للعاملين مُصدَّقة بينما في الحالة الثانية تجد أن الوعود غير مُصدَّقة بل يكون الشك مُهيمناً على العلاقة بين العاملين والإدارة. في الحالة الأولى تجد كثيرا من العاملين يستمر في العمل لسنوات عديدة طالما كان الدخل مقبولا بينما في الحالة الثانية تجد العاملين يبحثون عن بديل باستمرار حتى وإن كان الدخل مرتفعا. في الحالة الأولى تجد العامل سعيدا في عمله ولديه ولاء لهذه المنظمة المحترمة بينما في الحالة الثانية تجد العلاقة مبنية على المقابل السريع لأن المقابل بعيد المدى غير مضمون. هذا الأمر يمتد تأثيره إلى العمالة التي قد تتقدم لوظائف بالمنظمة. فالمنظمة التي تتعامل بطريقة أخلاقية مع موظفيها تجتذب كفاءات سوق العمالة بينما المنظمة التي لا تُبالي بهذه الأمور تُنَفِر الكثير من تلك الكفاءات. تأثير ذلك على قدرات المنظمة غنيٌ عن التفصيل. كذلك فإن أسلوب تعامل المنظمة مع المتقدمين لوظائف يؤثر على الكفاءات التي تقبل التوظيف بها بل والتي تتقدم لها مستقبلا. العلاقة بين العاملين: عندما يكون الصدق والتعاون الاحترام والأمانة هي الأخلاقيات المنتشرة بين العاملين وبعضهم البعض فإن هذا يؤدي إلى تَفجر طاقات العاملين لصالح العمل. بينما عندما تكون ثقافة الخداع والنفاق والإساءة للزملاء هي المسيطرة فإن كل عامل يكون على حذر من زميله ويتعاون معه بقدر ضئيل ويُخفي عنه الكثير من المعلومات وقد يكذب في التقارير التي يكتبها لرئيسه وهكذا. في الحالة الأولى يمكن تشكيل فرق عمل لحل المشاكل وتطوير العمل بينما في الحالة الثانية فإن فرق العمل تفشل لعدم وجود روح التعاون والثقة بين العاملين. في الحالة الأولى تجد أن بيانات العمل دقيقة وصحيحة بينما في الحالة الثانية تجد أن كثيرا من البيانات خاطئة وكثيرا من التقارير مُضلِّلة. في الحالة الأولى تجد الخبرة تنتقل من موظف لزميلة ولمرؤوسه وكذلك من جيل لجيل وبالتالي فإن العاملين دائما في حالة نمو وتطور وهو ما ينعكس على المنظمة. بينما في الحالة الثانية تجد أن كل موظف يُخفي معلوماته عن زميله وتجد الخبرة تَضِيع بانتهاء خدمة موظف ما وعلينا البدء من جديد. في الحالة الأولى تجد أن كل موظف مستعد لتحمل بعض الأعباء الإضافية بينما في الحالة الثانية تجد أن كل موظف يتجنب تحمل أي مسئوليات إضافية. في الحالة الأولى تُقابل أي مبادرة من أحد العاملين لتطوير العمل بالتِرحاب بينما في الحالة الثانية تقابل بالشكوك و بالتساؤل عن الأهداف الخفية لصاحب المبادرة. في الحالة الأولى يكون العمل هو الشغل الشاغل للعاملين بينما في الحالة الثانية تكون مهارات التغلب على مكائد الزملاء ومهارات إيقاعهم في المشاكل هي الهدف الأسمى لكل عامل إرساء أخلاقيات العمل في المنظمة: إتباع الأخلاق هو أمر يجب أن يحرص عليه كل شخص ولكن إدارة المؤسسة لن تعتمد على مدى التزام العاملين بأخلاقيات العمل بناء على قناعاتهم الشخصية بل هي بحاجة لأن تُلزمَهم بذلك كجزء من مُتطلبات العمل. فكما أوضحت فإن عدم الالتزام بأخلاقيات العمل يؤثر على أداء المؤسسة وبالتالي فلابد لها من الحرص على تطبيقها. لذلك فإنه من الضروري تحديد ما هو أخلاقي وما هو غير أخلاقي في عُرف المؤسسة لكي يلتزم به الجميع. في غياب ذلك فإن كل موظف يكون له مقاييسه الشخصية والتي تختلف من شخص لآخر. كذلك فإنه لا بد من التعامل بحزم مع كل إخلال بهذه الأخلاقيات. لابد أن يتم التعامل مع الكذب في التقارير وفي البيانات وفي التعامل بكل حزم. لابد أن تُعامل روح العداء والإيذاء بين العاملين بالجزاء الرادع. لا يمكن ترك كل موظف يتصرف حسب ما اعتاد عليه فلا يمكن ترك الموظفين يتبادلون الألفاظ البذيئة أو يَحِيكون المؤامرات لبعضهم. لا يمكن أن يتم التعامل مع من لا يحترم أخلاقيات العمل بتهاون فهذا يجعل الجميع يسلك نفس المسلك. لا يمكن أن تقبل أن يكون العاملين لهم مصالح متداخلة مع مصالحة المؤسسة. لا يمكن أن تقبل أن تكون روح العداء هي المنتشرة بين العاملين. لا يمكن أن تقبل أن يخدع موظفا عميلا أو موردا أو مُتقدم لوظيفة. لا يمكن أن تقبل إدارة المؤسسة أن يأخذ العاملين هدايا قيِّمة من الموردين أو العملاء. يجب أن يتم التعامل مع كل أمر يخص أخلاقيات العمل بكل شدة مهما كانت رتبة الشخص المخالف الحِرص على أخلاقيات العمل هو أمرٌ أخلاقي وديني وإداري. مع الأسف فإن إهمالنا لأخلاقيات العمل يجعل العاملين لا يتعاونون والشركات لا تثق في بعضها والكل يبدأ بسوء الظن ولا يمكننا الاستفادة من خبرات بعضنا. أخلاقيات العمل ضرورة للتطور. لابد أن تكون لأخلاقيات العمل أولوية أكبر بين موظفينا ومُديرينا. ترسيخ أخلاقيات العمل: لا يشك أحد في أن هناك خللاً ما في تطبيق أخلاقيات المهنة في القطاعين العام والخاص ، ويدل لذلك الإحصائيات العالمية والمحلية ، ومن ذلك على سبيل المثال: • نشرت جريدة المدينة السعودية أن 69 % من موظفي الدوائر الحكومية متسيبون في عملهم ، وأن 54 % منهم يخرجون أثناء الدوام الرسمي لقضاء مصالح شخصية ، وأن 60 % يخرجون قبل نهاية الدوام . • نشر موقعManagement Methods | Management Models | Management Theories في أبريل 2004 م ، أن ثلاثة أرباع المنظمات لا تخصص موظفاً لأخلاقيات العمل ، وثلاثة أرباع المنظمات ليس لديها برنامج أخلاقيات ، ولا تخدم الموظفين في تعليم الأخلاقيات . • نشر موقعRecruiters World عام 2004 م ، أن 61 % من الموظفين لا يثقون برؤسائهم في العمل . • نشرت شركة كلاود بو عام 2002 م ، أن 45 % من الموظفين يأخذون معدات مكتبية تتبع الشركة كالأقلام والكتب معهم ، وأن 65 % من الموظفين يستخدمون الحاسب الآلي لأغراضهم الشخصية.(Cloudbow ) وسائل ترسيخ أخلاقيات المهنة : * تنمية الرقابة الذاتية : فالموظف الناجح هو الذي يراقب الله تعالى قبل أن يراقبه المسؤل ، وهو الذي يراعي المصلحة الوطنية قبل المصلحة الشخصية ، فإذا تكون هذا المفهوم الكبير في نفس الموظف فستنجح المؤسسة بلا شكّ ؛ لأن الموظفين مخلصون لها . الرقابة الذاتية التي كانت تدفع أمير المؤمنين عمر بن الخطاب رضي الله عنه لتفقد رعيته في مسيراته الليلية المشهورة في المدينة المنورة . الرقابة الذاتية التي كانت ترقى بإيمان ذلك الراعي الذي مرّ به عبدالله بن عمر وطلب منه أن يذبح له شاة ويعطيه ابن عمر ثمنها ، فاعتذر الراعي بأن مولاه لم يأذن له ، فقال له ابن عمر يختبره : إذا سألك مولاك عنها قل له : أكلها الذئب ، فقال الراعي : فأين الله ؟! هذه الرقابة تمنع من الخيانة ، وتعين على الأمانة ، لذا فهي من المقومات المتفق عليها في العالم .... ففي استبيان أجرته مجموعة روبرت هاف انترناشيونال المحدودة ، على أكثر من 1400 موظف ، أجاب 58 % منهم بأن الاستقامة والنزاهة هما أكثر صفتان تعجبهم في المرشَّحين للوظائف .( CalCPA Home ) ويشتهر اليابانيون بجديتهم الذاتية في أداء العمل ، حيث إن العمل هو وجود المواطن الياباني ، وهو ما يعرف بالـ ( YORUKI ) أي : النزعة الذاتية للبحث عن الذات من خلال العمل . ولذا كانت نسبة الغياب عن العمل في اليابان ( 2 % ) *! وحاولت الحكومة اليابانية تخفيض ساعات العمل ففشلت ! لأن الموظفين يريدون بقاء ساعات العمل طويلة . ولتنمية الرقابة الذاتية وسائل : كتقوية الإيمان بالله والتقوى ، وتعزيز الحس الوطني ، وتحمل المسؤولية ، والإقناع بأهمية الوظيفة وأدائها بشكل صحيح . * وضع الأنظمة الدقيقة التي تمنع الاجتهادات الفردية الخاطئة : لأن الممارسات الأخلاقية غير السوية تنتج أحياناً من ضعف النظام ، أو عدم وضوحه . ويمكن للمؤسسة أن تخصص مكتباً خاصاً للاهتمام بأخلاق المهنة ، يقوم عليه مجموعة من الموظفين ، ولهذا الجهاز رقم هاتف خاص ساخن للتبليغ عن أي خلل في الأخلاق . وسيكون مردود هذا المكتب على أداء العمل رائعاً جداً . ومن وسائل التوعية بهذه الأنظمة : ما ورد في نظام العمل والعمال ( مادة 9 من الفصل الأول ) : يجب على صاحب العمل والعامل معرفة أحكام نظام العمل بجميع محتوياته ، ليكون كل منهما على بينة من أمره ... وعالماً بما له وبما عليه . ويجب فوق ذلك أن توضع في مكان ظاهر بكل مؤسسة تستخدم عشرين عاملاً فأكثر ... كما يجب أن توضع في مكان ظاهر بالمؤسسة لائحة للجزاءات تشتمل على الأفعال والمخالفات وعدم تنفيذ الأوامر والالتزامات المكلَّف بها العامل . * القدوة الحسنة : فإذا نظر العاملون إلى المدير وهو لا يلتزم بأخلاق المهنة ، فهم كذلك من باب أولى . وقد قال الخليفة الأول للمسلمين أبو بكر الصدِّيق رضي الله عنه : ولِّيتُ عليكم ولستُ بخيركم ، فإن أحسنت فأعينوني ، وإن أسأت فقوِّموني . لذا لما مات قال فيه أمير المؤمنين عمر رضي الله عنه : رحمك الله يا أبا بكر ، لقد أتعبت من بعدك . * تصحيح الفهم الديني والوطني للوظيفة : فإذا اقتنع العامل بأن العمل عبادة ، وأن العمل وسيلة للتنمية الوطنية ، وازدهار البلد ، وتحسين مستوى الدخل زاد لديه الالتزام بأخلاق المهنة . * محاسبة المسؤلين ، والموظفين : فلا بدّ من المحاسبة للتأكد من تطبيق النظام ، وهو ما يعرف بالأجهزة الرقابية التي تشرف على تطبيق النظام ، وقد كان عمر رضي الله عنه يسأل الرعية : أرأيتم إذا استعملت عليكم خير من أعلم ثم أمرته بالعدل أكنتُ قضيت ما عليّ ؟ قالوا : نعم . قال : لا ، حتى أنظر في عمله ، أعمِل بما أمرته أم لا . * التقييم المستمر للموظفين : مما يحفزِّهم على التطوير إذا علموا أن من يطوِّر نفسه يقيَّم تقييماً صحيحاً ، وينال مكافأته على ذلك ، والتقييم يعين المسؤل على معرفة مستويات موظفيه وكفاءاتهم ومواطن إبداعهم . وورد في نظام الخدمة المدنية / المادة 36 : تعدّ تقارير دورية عن كل موظف وفق لائحة يصدرها رئيس مجلس الخدمة المدنية . واللائحة هي " لائحة تقويم الأداء الوظيفي " الصادرة في عام 1404 هـ . عقبات تطبيق أخلاقيات المهنة : * عدم تطبيق العقوبات : فمن أمن العقوبة أساء الأدب – كما يقول المثل - ، والعقوبة لا تراد لذاتها ، بل لتقويم سلوك الأفراد والمسؤلين المنحرف ، وإعطاء الآخرين صورة عن الجدية في تطبيق النظام . * غياب القدوة الحسنة . * ضعف الحسّ الديني والوطني : وتغليب المصلحة الشخصية على المصلحة العامة . * عدم وجود ، أو وضوح ، أو تفعيل النظام . * فقدان روح التفاهم بين المسؤل والموظفين . الإحباط الوظيفي : على غرار أنفلونزا الطيور أنتشر في الآونة الأخيرة مرض أنفلونزا الإحباط الوظيفي والذي يصيب موظفي كل القطاعات سواء كانت الحكومية أم الخاصة وتختلف أسباب الإصابة باختلاف المزاج الإداري لدى كل من المدراء أو الموظفين وفي بعض الأحيان مجلس إدارة الشركات والمؤسسات. للأسف أصبحت الشكوى من هذا الفيروس على كل لسان والجميع يشتكي منه في كل يوم وفي كل وقت وأصبح من الصعب أن يتهنى الإنسان بوقته ويومه دون أن يتدخل ذلك الفيروس ليعرقل صفاء ذهنه ويدمر مزاجه وتبدأ الشتائم والألفاظ اللائقة والغير لائقة تكال لإدارة المؤسسة والمدير المباشر . وفي نفس السياق أذكر أن موظف في إحدى المؤسسات جاء لمديرها العام وأخبره بكل قسوة أنه في كل صباح يطلب من أبنائه جميعا أن يدعوا عليه وعلى أهله وأنه على هذه الحالة طيلة سنوات مضت بسبب موضوع إداري يشعر أنه ظلم فيه. اهتمام الجامعات بأخلاقيات العمل: تلقى الأخلاقيات التي ذكرناها اهتماما كبيرا في الجامعات في الدول الأجنبية. فتجد أن تدريس مادة في أخلاقيات المهنة أمرا شائعا. وكذلك في كليات الإدارة والتجارة تجد أن أكثر الجامعات تُدرِّس مادة في أخلاقيات العمل والإدارة. بالإضافة لذلك فإنه يتم التطرق في بعض الأحيان لأخلاقيات المهنة في أثناء دراسة المواد الأخرى. يمكنك الاطلاع على مثال لهذه البرامج من خلال الرابط التالي والذي يعرض مادة أخلاقيات الهندسة والتي تدرس لطلبة الهندسة في جامعة أمريكية مرموقة أخلاقيات الهندسة في M IT أما في مجال دراسة إدارة الأعمال فإنه من الشائع في الجامعات الأوروبية والأمريكية أن تكون هناك مادة متعلقة بأخلاقيات العمل. هذه المادة تكون إجبارية في بعض الجامعات وتكون العمل بل إنها تتفاعل مع مشاكل العمل الأخلاقية ويدفعها ذلك لتطوير أسلوب تدريس أخلاقيات العمل. المقالة التالية توضح اهتمام الجامعات بتطوير برامجها لأخلاقيات العمل في برامج دراسة الإدارة لمواجهة المشاكل الأخلاقية والقانونية التي وقع فيها بعض الحاصلين على شهادات في إدارة الأعمال. أسباب الانهيارات الأخلاقية للشركات و المؤسسات غير الهادفة للربح: * الضغوط التي يفرضها بعض المديرين على الشركة ليستمروا في مناصبهم. * الخوف والصمت إزاء تجاوزات الكبار في المؤسسة. * وجود مجلس إدارة ضعيف تمزقه الخلافات والصراعات. * الاعتقاد بأن حسن أداء بعض المهام يستلزم أحيانا اتخاذ أساليب غير أخلاقية. يستهدف الكتاب قاعدة عريضة من القراء الذين يفتح لهم نافذة على عالم المال والأعمال في الوقت الحاضر، سواء المستثمر الذي يهتم بتجنب الاستثمار ووضع أمواله في شركة قد تتعرض لفضيحة أخلاقية على غرار ما تعرضت له شركة إنرون الأمريكية، أو الموظف الذي يقلقه احتمال تعرض شركته لسقطات أخلاقية، أو الطالب الذي يدرس إدارة الأعمال. من أخلاقيات العمل التي نسمع عنها في الخارج : • عدم وجود تضاد في المصالح Conflict of Interest مثل أن تعمل في مؤسسة وتعمل مستشارا لمورديها أو تتقاض هدايا أو أجراً من منافسيها أو تتملك حصة في شركة تعمل كمنافس أو عميل او مرد للشركة التي أعمل بها. • من الأمور المحددة في ميثاق شركة كريزلر - الرابط موجود في القسم السابق- أن المديرين لا يجوز لهم تملك ما يزيد عن واحد في الألف من أسهم أي شركة منافسة أو موردة أو عميلة للشركة • عدم الغش والخداع والكذب بأي نوع ومع أي جهة. فلا يجوز للبائع أن يخدع المشتري ولا للشركة أن تخدع مورديها ولا للمتقدم لوظيفة أن يخدع شركة التوظيف ولا للمرؤوس أن يكذب على رئيسه والعكس • الحفاظ على البيئة بمعنى عدم تلويث البيئة بمخلفات الإنتاج ويشمل عدم تلويث الهواء والبحار والأنهار والأرض. لذلك تجد الشركات تشير في مواقعها على الشبكة الدولية لما توليه من عناية بالبيئة وما تقوم به للمحافظة عليها • عدم تشغيل الأطفال باعتباره استغلالا للأطفال وتعويق لهم عن التعليم الإلزامي بالإضافة إلى أنه غالبا ما يشتمل على تعرض الأطفال لمخاطر أو استغلالهم في أعمال غير آمنة Child Labor -UNICEF • عدم استخدام معلومات غير متاحة للعامة لتحقيق مكاسب من التجارة في البورصة وهو ما يسمى Insider Trading
