بهدف إكساب المشاركين المعلومات والمعارف الأساسية المتعلقة بعقود B.O.T على اختلاف أنواعها ومجالاتها وعلاقتها بمفهوم العقود الإدارية، وتنمية مهاراتهم في فهم واستيعاب متطلبات الدور الجديد للدولة وتعظيم قدراتها المؤسسية في تحقيق معدلات ريادية في التنمية المستدامة من خلال بناء استراتيجيات جديدة للشراكة بين القطاعين الحكومي والخاص في إنشاء وتشغيل وإدارة المرافق العامة باستخدام عقود B.O.T .، وأيضاً التعرف على أشكال عقودB.O.T والنظام القانوني لها وأساليب اختيار المتعاقد مع الإدارة، وكذا كيفية تجنب المخاطر وتعظيم العوائد في عقود المرافق العامة وB.O.T.؛ كان انعقاد هذه الورشة والتي تعرض في إطارها العام إلى: مفهوم وتعريفات B.O.T أنواعه وصيغه، أنواع عقود B.O.T، أهمية عقود مشروعات B.O.T وأهداف اللجوء إليها، الأطر الإدارية والتشريعية، إستراتيجيات الشراكة بين القطاع الحكومي والقطاع الخاص، أشكال عقود المرافق العامة التقليدية وعقودB.O.T.، أطراف عقود B.O.T، متطلبات نجاح وفاعلية إدارة عقودB.O.T.، النظام القانوني لعقود البناء والتشغيل ونقل الملكيةB.O.T،أساليب اختيار المتعاقد مع الإدارة وضوابط الاختيار الفعال، إنتهاء عقود البناء والتشغيل ونقل الملكية B.O.T
