• تساعد الإدارة العامة في تحويل جميع الموارد التي تتمثل في الآلات والأموال والأيدي العاملة إلى مشاريع يمكن الاستفادة منها من خلال التنسيق بين كافة هذه الموارد وتوجيهها بالصورة المحددة للعمل على الوصول إلى تحقيق الأهداف. تعمل الإدارة على استخدام الموارد النادرة وذلك من خلال التوظيف الأفضل لها في المكان المناسب للحصول على أكبر إنتاج ممكن منها.
