هى الاطلاع العام على القيادة الإدارية و النشاط الذي يمارسه القائد الإداري في مجال اتخاذ القرار وإصدار القرار وإصدار الأوامر والإشراف الإداري
على الآخرين باستخدام السلطة الرسمية وعن طريق التأثير والاستمالة بقصد تحقيق هدف معين والقيادة الإدارية بهذا المفهوم تجمع بين استخدام السلطة الرسمية وبين التأثير على سلوك الآخرين واستمالتهم للتعاون لتحقيق الهدف ( المهارة فى تحقيق الهدف )
