المؤثرات الداخلية هي عبارة عن مجموعة من العوامل المؤسسية المتصلة بالبيئةالداخلية للمنظمة المؤثرة في تحديد حجم الموارد البشرية المطلوبة مستقبلا ومن أهمتلك العوامل.

أولا : العوامل الداخلية
1. أهداف المنظمة:
حيث تشكل أهداف المنظمة القاعدة الأساسيةالتي تحدد حاجة المنظمة من القوى البشرية ونوعيتها ومن الصعب على إدارة المواردالبشرية أن تخطط لنفسها بمعزل عن فهم أو إدراك الأهداف العامة وقدرة المنظمة على تحقيقها.

2. الوضع المالي:
الوضع المالي للمنظمة والذي يتمثل في قدرتها على تخطيط وتحديد الموارد البشرية. والوضع المالي يؤثر على أنشطة أخرى مثل استقط ابالكفاءات المؤهلة وإبقاءها على رأس العمل وكذلك التأثير على برامج التدريب والحوافز … الخ.

3. التغيرات التنظيمية:
تعتبر التغيرات التنظيمية كإعادة توزيع العاملين على الوظائف أو أحداث تغيير في الهيكل التنظيمي من المؤثرات الداخلية في تحديد طلب الموارد البشرية. خاصة فيما يتعلق بتدريب وتنمية العاملين وكذلك في حالةإعادة توزيع الأفراد والذي بدوره قد يتطلب إلى تدريب وتطوير الموارد البشرية.
حجم العمل:
يعتمد حجم الموارد البشرية المطلوبة لأداء عمل معين على حجم ذلك العمل ونوعيته. "
حيث تعتبر هذه العوامل الداخلية عوامل نابعة من عمل المنظمة نفسها و من داخلها و يجب عليها التحكم بها اثنا فترة التخطيط و وضع مقاييس مرونة داخلية إثناء عملية التخطيط تسمح بالتحرك في هذه العوامل دون الإضرار بهيكل التخطيط و مهمته بالإضافة لهذه العوامل الداخلية هنالك مجموعة من العوامل الخارجية التي تؤثر في عملية تخطيط الموارد البشرية و من أهمها "
ثانيا: العوامل الخارجية

1. عوامل اقتصادية:
   تتأثر المنظمة بالأوضاع الاقتصادية الخارجية المحيطة بها كالتضخم الاقتصادي
   ومعدل البطالة ومعدل أسعار الفائدة. فارتفاع معدل البطالة يؤدي إلى وجود فائض في سوق العمل مما يعني توفر فرصة أكبر للاختيار من الموارد البشري المطلوبة.
2. سياسة العمالة في الدولة:
   وتتضمن هذه التشريعات القانونية التي تضعها الدولة مثل وضع سياسات عمالية أو وضع حد أدنى من الأجور … الخ.
3. عوامل تقنية:
   يقصد بذلك نوع وحجم التكنولوجيا المستخدمة مما قد يؤثر على حجم الموارد البشرية المطلوبة وكذلك نوعيتها واثر ذلك على برامج تدريب العاملين وتطويرهم.
4. وضاع سوق العمل:
   ويتمثل هذا في التغيرات التي تطرأ على سوق العمل من حيث الفائض أو العجز وما ينتج عن ذلك من إمكانية توفر الاحتياجات المطلوبة من الموارد البشرية.
5. عوامل تنافسية:
   ويتمثل هذا في أنه كلما ازدادت المنافسة بين الشركات تصبح حاجة المنظمة اكبر لكفاءات بشرية مدربة وماهرة.
6. عوامل الاجتماعية السكانية:
   ويتمثل هذا في حركة السكان وانتقالهم من منطقة جغرافية إلى أخرى أو الهجرة العائدة أو الخارجة واثر ذلك على سوق العمل من حيث الفائض أو العجز."

على الرغم من تعددا لعوامل التي تؤثر في تخطيط الموارد البشرية تظل هذه العملية مهمة جدا لتحديد ما نريده من القوى العاملة مستقبلا و من اجل تحقيق هذه العملية بجدارة كان لابد من دراسة كيف تتم عملية التخطيط لذلك نورد مراحل
