[المعايير الدولية للتدريب]

أصدر المعهد الأوروبي للإدارة العامة EIPA معيار دولي في مجال الإدارة العامة باسم " إطار التقييم المشترك - تحسين المؤسسات العامة من خلال التَقْيِيم الذاتي" COMMON Assessment Framework وذلك بالتعاون مع الشبكة الأوروبية للنظراء الوطنين ومعاهد الإدارة العامة بالدول الأوروبية.
يطبق المعيار على الوظائف العامة والادارات الحكومية وليست الخاصة.
بنيت منهجية النموذج وفقا لنموذج التميز المؤسسي الأوروبي EFQM مع التركيز في المؤشرات الفرعية على الجهات العامة الحكومية
 
ومن ثم تضمن المحور الثاني: معايير نظم التدريب
المعيار الفرعي 2.3 : تحديد كفاءات العاملين التي تدعم الأهداف الفردية والمؤسسية، وتطويرها واستخدامها .
هناك مكون هام من مكونات المعيار 3 ألا وهو تقييم الكيفية التي تحدد بها المؤسسة كفاءات العاملين وتطورها وتحافظ عليها. فعندما تخلق المؤسسة أطرا تسمح للعاملين بتطوير كفاءاتهم بصفه مستمرة للاضطلاع بمسئوليه أكبر وإجراء المزيد من المبادرات، يسهم العاملون في تطوير مكان العمل. ويمكن لهذا ان يتحقق من خلال التأكد من ربطهم لأهداف الأداء الخاصة بهم مع الأهداف الاستراتيجية للمؤسسة وأيضا من خلال إشراكهم
